Final result
The dress was never joined at the waist because the base had a princess seam while the overlay had a waist seam; however, the overlay was more fitted than the base. This and the added invisible hem to all the ruffles and bottom of the overlay gave the dress the weight it needed to lay with the base consistently and naturally.
